Bug#717076: libjpeg draft resolution

Hi Colin,

There actually was a first upload to Debian that had those enabled:
http://snapshot.debian.org/package/libjpeg-turbo/1.2.90-1/

That version was superceded by another upload removing the drop-in-for-libjpeg8 part while the package was still in NEW.

Speaking with my package maintainer hat on: the change can be made easily, once I have a got from the ctte.

PS: please note that I will be afk for a week starting tomorrow morning. So if any (more) feedback from my side is required, I can only get back to you after the 29th March.
