Ah, I completely misread this before as saying "menu files" instead of
"desktop files".

Was there actually any disagreement about which desktop apps should
ship desktop files?  I don't think the TC needs to answer this one if
they don't want to, except perhaps where it overlaps with the question
"What should packagers do to prevent duplicate entries when trying to
support both menu systems?"

I had misread this as referring to menu files, too.
