I would like to make a procedural comment here.  I think it is rather
wrong to be voting on the interlinked questions of support for
multiple systems, and what the default should be, in separate
resolutions.  TC members should have the ability to rank "only X"
against "X and others" in a different order to "only Y" vs "Y and
others".

However, Bdale's approach has meant that this is the only way forward
for me.
