It actually carries more weight than a GR. A normal GR only requires
a majority; but a GR overruling the TC requires a probably
insurmountable 2:1 majority. I don't think anyone wants to see that,
but is almost certainly going to happen if the TC doesn't support the
usual meritocratic process with the decision here.
There is likely to be a large amount of unhappiness fallout.

I worry that this particular intermediate step doesn't satisfy the
stated intent.
