The language can probably be cleaned up a bit.
I also think it's a bad idea, since you're saying that even invalid bug
reports («$USER made dpkg into a shell script that reconfigures the
network if the package installed is NM → RC bug in NM») are valid. I
don't actually think that's your intention.
