I certainly think it would be really bad for the TC to override
delegates on non-technical issues. For example, imagine the TC
disagreening with the secretary on a decision about whether a
super-majority was required for some GR option.
So, certainly on non-technical matters I think GR is the right mechanism
for overriding a delegate.

Personally I'd probably support a constitution where the TC could
override a delegate on a clearly technical matter over one where a GR
was required.  I don't have much of an interpretation on the current
situation. You could argue that the TC can override developers and that
acting as a delegate is one of the things some developers do (once they
are delegated to).  You could also pick up the argument that they are
acting as delegates not developers.

The constitution is also behind the times a bit on whether the TC can
override a DM. I hope we agree that the TC can do that.
