Bug reports should not be submitted directly to the technical
committee in this way. We as a project do not have a shortage of bug
reports, and it is not an appropriate use of our time to fully triage
and investigate reports from users who prematurely escalate bugs.

I don't think think this report by this submitter is likely to lead to
any useful change to the software so I am closing the report rather
than trying to have a discussion about what exactly the bug is and
then finding a package to reassign it to.

Ian.
