I think some of these possible solutions seem promising; I'd suggest
that the various stakeholders (d-i, yourself, etc.) just be in the
loop as they are being discussed so that whatever solution is adopted
gets as much by-in as possible.
Feel free to utilize the CTTE to facilitate if that helps, too.

Ideally when something gets brought to the CTTE, we get the parties to
re-comunicate and re-evaluate the issue at hand, and possible come to
their own mutually agreeable solution without the CTTE actually having
to decide one way or the other. [The CTTE *does* have that power, but
it doesn't always use it.]

I think if you're happy with the field not going into the udebs (for
at least the time being), there's not much of a disagreement here.
[FWICT, the primary concern of the d-i team was space, and your
proposed solutions seem to be aware of them.]
Since the detailed design work of how to actually work out this hasn't
been done yet, the CTTE doesn't have much to decide in this instance
(unless someone disagrees with Guillem's decision, and really needs
the CTTE to ratify it.)
