No, it does not. Guillem wants to keep it, d-i team wants to discard it.

I know this is the key issue, that's why the subject of the request is the
only question "Should Package-Type be included in udebs or not?". There
are advantages and disadvantages to both approaches, they have been listed
in the bug report that I linked and I'm asking the committee to weigh
those advantages/drawbacks and to make a decision for us.
