Not ignorance, but deliberate avoidance.  I've been reading old IETF archives,
and DJB seemed to be quite the troublemaker in Drums.  I get the impression he
thinks the draft standard DSNs are badly engineered.  Many of the other
problems mentioned in the bug logs are similarly about DJB being contrarian.

Not that it matters much for the rest of us.

Personally, I don't see DSN format as a big deal.  It's the most useful in
detecting mailing list bounces, but there are reliable techniques that don't
require parsing bounces, for that.
