Bug#436093: Please decide on the "ownership" of the developers reference

I think that we should really try to solve that issue, and get
developers-reference moving again.

developers-reference hasn't been uploaded for more than a year, and
there are quite a lot of open bugs against it. If developers-reference
should stay the reference, it should really be updated...

Raphael's proposal sounds sane. But, alternatively, maybe Andreas could
suggest 1 or 2 DDs that he would trust to commit patches (and maybe make
uploads when he is too busy)?
