I fully agree with you (and my own investigations on this matter gave a
similar recommendation). This RFC is a mistake which can happen, and we
should voice our concerns and make sure this mistake doesn't hit Debian
too hard.

I don't think "deprecated" is the right word - but yes, in the end we
should recommend to not use rule 9 with whatever words are appropriate.
