If that was possible, I would say yes but that's not possible since the
lack of header doesn't mean that there's no dependency.

For me contrib has always been: any package that depends (determined by
the header) on non-free stuff with a list of exceptions covering cases
where there's no dependency in the control file but where there should
have been one if the stuff it depended on would have been packaged.

And the only exception I'm currently comfortable with is installation
wrappers.
