Bug#97671: 88 Priority violations in woody

The bug severity is well defined: it violates a must directive
of policy, and this makes it a serious bug, no matter what anyone,
including the maintainer, thinks. (If my postinst does rm -rf /; it
is a critical bug, no matter what I think)
