This wouldn't be practically useful until the same change has been carried out in libgstreamer1.0-dev. I'm preparing MRs for both packages.

It should be safe to release either of those changes without the other: libgstreamer-plugins-base1.0-dev will not be practically co-installable until both changes have been released, but apt will prevent you from installing broken combinations of packages.
