Dear Maintainer(s),

amazon-ec2-utils currently uses dpkg-divert to place an empty 60-
cdrom_id.rules udev rule in /lib.
udev fully supports overrides and masking, so using diversions is not
necessary, and this is the only package in Debian that uses dpkg
diversion to do so.

This has come to our attention as part of the usrmerge transition, as
diversions of files in /lib could be problematic to complete the
transition.

It is more desirable to use the supported masking method anyway, as the
rest of the system is already doing.

I have tested this in a chroot with 'udevadm test', and seems to work
as expected.

I would like to propose shipping this in Bullseye already, and I am
willing to do the work w.r.t unblock requests, and even NMU if you are
short on time.
