AWS has recently announced that VPC-internal services are available via
IPv6. In order to facilitate deployments that don't configure IPv4
addresses, we should enable support for accessing these services over IPv6.
We'll need to continue to support IPv4 access as well, as the feature is
only available to Nitro-based instances, and some users will disable IPv6
even when it is available.
