Tried with a fresh update of debian/testing64 the result is not that different. It hangs after shutdown and restart. See also the screenshot taken from the GUI. The issue is again the same: the box is created with the VboxVGA instead of the suggested VMSVGA.

If you look above, you should be able to see the error(s) that
Vagrant had when attempting to connect to the machine. These errors
are usually good hints as to what may be wrong.

If you're using a custom box, make sure that networking is properly
working and you're able to connect to the machine. It is a common
problem that networking isn't setup properly in these boxes.
Verify that authentication configurations are also setup properly,
as well.

If the box appears to be booting properly, you may want to increase
the timeout ("config.vm.boot_timeout") value.

In order to replicate the issue, just up with a current image (20200607.1). Runnig the VM causes a kernel panic, as in the attached screenshot Moving from VboxSVGA to VboxMSVGA solves the issue. That happens only after upgrading to current bullseye 5.10 kernel, instead of the historical 5.6.
Virtualbox in use is 6.1.18.
