hum I could not actually reproduce the issue with VMSVGA, so I would say
the problem probably came because of the out of tree dkms module brought
by the vagrant vbguest plugin

testing:
vagrant ssh -- uname -srm
Linux 5.10.0-3-amd64 x86_64
vagrant ssh -- lspci | grep VGA
00:02.0 VGA compatible controller: VMware SVGA II Adapter

works fine

buster:
vagrant ssh -- uname -srm
Linux 4.19.0-8-amd64 x86_64

vagrant ssh -- lspci | grep VGA
00:02.0 VGA compatible controller: VMware SVGA II Adapter

works fine too

I made an issue in import2vbox to change the default graphic (I did not
notice the warning in the GUI until you mentioned it

You know an upstream is nice when they even accept m68k patches.
