Bug#969934: cloud-init: bullseye: sources.list template should switch from /updates to -security

The above sources.list template mentions {{codename}}/updates but with
bullseye and later that should be {{codename}}-security. I'm not sure
when this issue should get fixed but probably at minimum just before
the bullseye freeze period it should get fixed. Also if that file is
meant to cater to multiple releases then perhaps the use of /updates or
-security should be conditional on the codename choice and if so then
this bug should be upgraded from severity normal to severity serious
and this issue should also get fixed in Debian stable and oldstable.
