updating cloud-init in stable



In our most recent meeting, we discussed possibly updating cloud-init in
stable. [1]  This would be our first first time performing a
feature-update to a stable release, even though the stable release
managers some time ago indicated a willingness to let us do that.

In order to get that process started, I have constructed a "buster-p-u"
branch on salsa and begun testing cloud-init 19.3 on buster on AWS. [2]

There was some mention of cloud-init modifications to support Azure
during the meeting, and waldi has an ACTION to follow up on them.  Would
an update to 19.3 include these changes, or are they something
additional?  What's the status of them?

If anybody wants to help test cloud-init, I have an apt repo and a
pre-built AMI that I can share.  Or you can build your own packages
based on the branch on salsa.  Feedback and bugfixes would certainly be
welcomed.  Testing on non-AWS providers would be especially helpful.

I'm also hoping to update the awscli and boto packages, but those
packages aren't maintained by the cloud-team, so the situation is
somewhat different.  I will follow up with the maintainers separately.
