Debian testing VM doesn't autostart cloudinit on boot

Hi guys,

I'm trying to boot Debian testing from this qcow2 image:

http://cdimage.debian.org/cdimage/openstack/testing/debian-testing-openstack-amd64.qcow2

And it doesn't run cloudinit on boot.

Debian stable (8.3.0) qcow2 image works fine
(http://cdimage.debian.org/cdimage/openstack/8.3.0/debian-8.3.0-openstack-amd64.qcow2).
