FYI the restriction is just that the package is still expected to be in
Jessie, IOW you need to get a Jessie unblock+migrate before uploading to
backports. Uploads are also manually processed to avoid mistakes.
Since 1.3 has been in Jessie for ages I don't think this affects us
here. I'll do the upload shortly.
