Not necessarily. True, they don't use it in Ubuntu but a lot of work
has recently gone into making cloud-init distro-agnostic and upstream
is certainly not pushing back on distro-specific init scripts.

I can do that. I've provided patches to cloud-init in the past and
know the process and the maintainer. Did you make modifications to the
scripts that I attached to
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=709173? If so, can
you send them to me and I'll start the process of pushing them
upstream.
