Looks like the failure is in the .sln, not the .csproj - there's also a
version parameter in that, on the first line:

> Microsoft Visual Studio Solution File, Format Version 10.00

Version 11 (Visual Studio 2012) and above will default to .NET 4.5

I don't think an unversioned sln format exists.
