Migration was already stalled by cinnamon-settings-daemon being
unbuildable on s390x (#977762) which has now been resolved.

If you need cinnamon to migrate sooner, you could wait a couple of days
for CI to run, then ask the release team to "age" the cinnamon package -
they are able to tell the migration machinery to behave as though it had
been uploaded with high urgency, even though it wasn't. Given how trivial
the change in cinnamon/4.8.3-3 was, they would probably be willing to
do so.

Or, if you need certain components to be upgraded in lockstep, please use
versioned Breaks to make sure they can't go into testing independently
(the GNOME team often has to do this, and I'm sure Cinnamon is in a similar
situation).
