Bug has already be seen in 18.04

https://github.com/pop-os/pop/issues/163

The solution (which works) is to install

	apt install libblockdev-crypto2
	systemctl restart udisks2.service

As this worked on stretch and didnt after an upgrade this is
a regression. I guess its not really nemos reponsibility to have
a dependency on libblockdev-crypto2 but rather udisks2 which
currently only Recommends libblockdev-crypto2.

But the error message is so misleading that the normal user would
not be able for fix this.
