So I tried out Linux Mint - there was no problem in the version shipped with that, and so I chose to stick with Mint - as the only two apps I really use are browser (firefox) and file explorer (nemo) - so Mint made sense in that it was a newer version of both.

You wasn't the only, also I had this issue with older cinnamon and I hadn't anymore with cinnamon 3.4 and 3.6 I used in latest year.
The issue is 99.9% solved in 3.4.2 with the commit added in the testing build I did for stable but I was unable to reproduce it on fast test on Stretch vm I did.
I wrote to trying to have confirm from others that had the issue and if confirmed request to put the build with fix as proposed update for stable.

Anyway I prepared a test packages with patch that should solves the issue:

apt-get update
apt-get upgrade
