What should be listening on that port? Did it get time to set itself up? It's not uncommon that our hosts are at 100% CPU usage and that processes need to wait a bit.
I have no idea how to reproduce this in a local container. Any suggestions ?
Maybe try running it 10 times in parallel? Or try to make the host busy when starting up the test.
