Autopkgtest uses different package version in test vs refrence test.

it looks like the autopkgtest is using a different version of a package
in the actual test vs reference test. The example:
For xz-utils ci tests r-bioc-rhtslib. The latest version in testing is
2.4.1+dfsg-1, unstable has -2. The important part is that -2 does not
have any armel/armhf binaries because they have been disabled in this
version and the old binaries have not yet been removed.
The new xz-utils version is tested against !? and fails due to missing
binaries:

The reference test is run against -1 and succeeds:

Given that -2 is missing binaries and in unstable and the migration
test runs against testing, why are there complains about missing
binaries?
