Autopkgtest fails on openvpn-auth-ldap (related to: #1001669)

Hi,

This is related to the RC bug #1001669.

After checking the openvpn logs in /var/log/openvpn.log in the Salsa 
CI/CD container I found the following error:

ERROR: Cannot open TUN/TAP dev /dev/net/tun: Operation not permitted 
(errno=1)

I tried to add the "isolation-container" tag but it still fails, and I 
suspected that maybe the "isolation-machine" tag was needed, but then 
the test is skipped. The test works locally both in schroot and Vagrant, 
so I'm not abled to reproduce it outside of Salsa.

Then, my question is if something has changed in debci and/or Salsa so 
now the test fails. I would also appreciate some tips on solving the bug.
