autopkgtest: locale specific test cases

while working through various autopkgtest failures in cmake-extras, I noticed that one of its tests (debian/tests/intltool) succeeds, if I have the en_AU.UTF-8 locale configured on my system, but it fails, if en_AU.UTF-8 is not configured.

The cmake-extras package and its tests come from Ubuntu and there the issue gets solved / handled by dependening on language-pack-en in debian/tests/control (which then pre-configures all en_*.UTF-8 locales automatically).

Does anyone have an idea, how a pre-configuration of some specific locale could be achieved for Debian's autopkgtest'ing infrastructure?
