The question should have been better sent to the release team (in CC).
ci.debian.net runs tests on behalf of the release team (however, I am
member of both, so I can answer your question) and the team is not
responsible for the migration of packages. Although, your issue is due
to a bug in autopkgtest in interaction with the migration software.

The problem we're facing here is that src:python-pbcommand has cruft in
unstable with the same name as the source package name which confuses
autopkgtest (we can improve autopkgtest easily for Debian, but that
breaks for Ubuntu). autopkgtest picks the old version of
src:python-pbcommand and runs the tests. Our migration software checks
the version that is tested and ignores results from versions that are
not current in either the source suite or the target suite.

I'll add a hint for our migration software to ignore this result (the
test that runs passes).
