Sorry, I don't follow. Do you mean "don't use apt in your script, ever"
or do you mean "if you use apt in your script, you must mark the test as
flaky (or skippable and skip it when apt fails)"?

(Some useful test cases can't really avoid using apt, in particular the
ones for debootstrap and nss-mdns.)
