I think what you wanted to write is that this isn't allowed in Ubuntu. But this is the Debian bug tracker, so please don't use "important" for Ubuntu issues. Also, regarding your usertags for debian-ci@l.d.o, a bug against one package can't be both "breaks" and "needs-update" at the same time. I don't see it involved in any regression, I think you meant "issue" here, so I fixed the usertags.
