Bug#908738: libc++-8-dev: please don't provide libstdc++-dev

Package: libc++-8-dev
Version: 1:8~svn340819-1
Severity: normal
X-Debbugs-CC: debian-ci@lists.debian.org
User: debian-ci@lists.debian.org
Usertags: breaks

While investigating the reason why several autopkgtest fail [1, 2, 3]
when run in testing with some package from unstable we [4] found that
this is caused by libc++-8-dev being installed. I believe this is pulled
in because:

a) libc++8-dev provides libstdc++-dev and

b) libboost1.62-dev depends on "libstdc++-4.8-dev | libstdc++-dev" (bug
908732)

After discussing this on #debian-devel on IRC, I was told that
libc++8-dev shouldn't provide libstdc++-dev if it breaks ABI like this.
