I don't have a stake in this (other than through my
emotional/historical attachment to the DEP-8 design), but FWIW:

I found Johannes's analysis convincing.  (Indeed when I first heard of
this restriction the same questions came to mind, which I forbore to
ask out of a combination of deference and laziness..)
