ci.debian.org and pkg-perl packages



Hello all,

I see smoke coming out of my laptop, but I now ran through all the
Perl packages. Stats:

  Total:    2914         <https://people.debian.org/~mpitt/tmp/perl-all.txt>
  Passing:  2344 (80.4%)
  Failing:   369 (12.6%) <https://people.debian.org/~mpitt/tmp/perl-failed-tests.txt>
  No tests:  201 (6.9%)  <https://people.debian.org/~mpitt/tmp/perl-no-tests.txt>

It should be noted that I had to kill hanging processes/tests maybe 20
times or so, so these might lead to some false passes or cause some
"Terminated" messages in the logs. (I didn't want to wait for
adt-run's builtin timeout, I forgot to lower it in the big test run
loop)

Done now. ef98646bc fixes the list to be source based (not binaries),
a2e1b1cc removes the packages which don't have tests, and
34cad099ff removes the currently failing ones.

In the other part of the thread there are some suggestions for
mass-fixing some failures; these individual commits make it easy to
extract the list of failures, so we can re-run them from time to time
with fixed adt-run/pkg-perl-autopkgtest.
