I thought I remembered reading some Xsession that sourced /etc/environment,
but since I've already used apt-get quite often I wasn't sure which version
it was. ^^;

Same here, too lazy to check ^^; but setting up either /etc/login.defs or 
/etc/pam.d/login should work.

If it can still get into potato, then it'd be great!  By all means take it!
But you might want to add a warning that it's not useful unless the user 
has Big5HKSCS bdf fonts or ttf fonts with an xfs-xtt server that understands
Big5HKSCS, and also the Big5HKSCS iconv(3) module unless the line 
"use_stdc_env" is changed to false... ^^;

As for the Big5HKSCS iconv(3) module, I've contacted glibc-bugs@gnu.org
already, and still waiting for reply from Ulrich Drepper.
