use_stdc_env就是說使用libc的locale功能﹔設成false，一般用于
系統的libc在locale支持不完善的情況下用X內置的locale支持。
X內置對GB系列的locale支持是只有GB2312(EUC-CN)的，不支持GBK。
你的情況應該是由于libc的locale沒設置好造成的。
請檢查以下內容：
1. /usr/share/locale下是否有相應的locale
2. /usr/lib/gconv下是否有相應的iconv module
   /usr/lib/gconv/gconv-modules里是否有相應的項
3. /usr/X11R6/lib/X11/locale下是否有相應的
   locale_name/XLC_LOCALE
   locale.dir或locale.alias下是否有相應的
   libc locale name到X locale name的映射
我在RedHat6.1下裝了TLC4的zh_CB.GBK，是可以用的
