Uploaded zh-trans 0.8-0.1 (source all) to master (fwd)

Hi all,

This time it is the zh-trans package, adapted from the package that
have the same name from CLE. zh-trans provides Chinese message files
and manpages for common utilities such as 'wget' and 'grep'.

According to man(1), Chinese manpages should be displayed when the
locale is set to zh_TW.Big5. But this is not the case on my system,
the English manpages are still shown even when the Chinese ones are
installed... can someone shed some light on this?
