I've investigated the localedef/GB2312 problem a bit closer.  There
are problems in the program, but mainly the charmap is wrong.  Note
that it never was tested before.

Anyhow, my main concern is the repertoire map, means, the symbolic
names used.

The GB2312 charmap uses names like c0101 etc.  This is really not what
I want.  We should come up with exactly one repertoire map which
covers all of Unicode/ISO10646.  Could we start working on this and
then write the charmaps?
