无法访问 SourceFroge 的问题

大家好！

    我最近遇到了一个很困惑的问题。我在一台设备上始终无法通过浏览器访问 
SourceForge（sourceforge.net），火狐、GNOME Web和 Chrome 
均无法访问。浏览器几乎是瞬间给出的结果。火狐显示（图：https://sm.ms/image/g1ebUmjQPDAJqVT 
）：

   连接失败

   连接到 sourceforge.net 时发生错误。

        此站点暂时无法使用或者太过忙碌。请过几分钟后再试。
        如果您无法载入任何网页，请检查您计算机的网络连接状态。
        如果您的计算机或网络受到防火墙或者代理服务器的保护，请确认 Firefox
   已被授权访问网络。

    GNOME Web 显示：

   确切的错误为：/Could not connect: Connection refused/

    该台设备下的两个系统（基于 buster 的 deepin 和基于 bullseye 的 
sparky）均出现此问题。奇怪的是，似乎可以 ping 通：

    然而，在同网络的另一台设备下，始终可以稳定访问，没有问题。这是我在 deepin

另外，我之前用 outlook 
邮箱发送了一次这份邮件。好像发送成果了，但存档（https://lists.debian.org/debian-chinese-gb/ 
）里也没有显示？有人知道原因吗？谢谢
