与UTF-8格式一样，不存在字节顺序问题。只有非字节单位的数据才有顺序问题。

UTF-16 包含了 16bit 整数，UTF-32 是32bit整数，所以它们有字节顺序问题。
GB2312和GB18030都是字节序列，就不存在这个问题。
