There's historical reasons... Many years ago when Anthony Fok and I
started localizing the Debian website into Chinese, we used Big5 (that
is Traditional Chinese), as we are native to it. When the Debian
website is built, the Big5 version is converted to GB2312
automatically. One of the reasons is we can keep both Traditional and
Simplified Chinese versions consistent and in sync. Another reason is
at that time it seemed there was not enough manpower to maintain both
versions.
If there are some brave guys out there who are willing to step forward
and take up the responsibility to maintain the Simplified Chinese
version, we can re-visit the topic. :)
I know using Traditional Chinese is a serious impediment to some
people who want to contribute to the website, and sometimes even cause
confusion.

No, it was not expected. The problem was, the original version was in
Simplified Chinese, and so zh-tw.html showed Simp. Chinese instead.
The zh-cn.html was failed to be converted from the original version,
since the Debian website build system assumes the original version to
be in Traditional Chinese, and thus zh-cn.html could not be generated.
