邮件列表 web 界面

hi, all

突然发现邮件列表的 web 界面[1]对于 UTF-8 不支持了，不管是标题还是正文，
仔细看了一下，发现是这样的：

对于 Thread List 只看标题，
如果编码是 GBK 的，则标题和正文都没问题，
如果是 GB2312 的，则显示 =?gb2312?b?b3Blbm9mZmljZdbQzsSyy7Wlz9TKvre9v+k=?=，正文没问题。
如果是 UTF-8 的，则标题和中文都是乱码。

是不是后台的处理上改动了？
