you should 1st try it without `date '+%d-%B-%y'`

and if it runs fine, use something like 

#!/bin/sh

TODAY=`/bin/date '+%d-%B-%y'`
. . . . . .
/bin/tar -cvpf /dev/nst0 --label="Backup on $TODAY"
--listed-incremental=/var/log/tar/snapshot /home/hma/project
