LC_ALL=C before calling dpkg and please don't use words like this when

Long term solution : join the translation teams and build some review
system for translations, which is particularly important for your
language as it is far more less easy for most maintainers to quickly
detect such mess in a language we absolutely cannot read (no offense
intended of course....just a fact : while I can easily detect an
encoding mess in any Latin or cyrillic language, I'm less often able
to detect problems in CJK translations).
