add "bw=0.5:" in the line that include "?-simsun-?-iso8859-?" in "fonts.dir"
just like this:

bw=0.5:simsun.ttc -dynalab-simsun-medium-r-normal--0-0-0-0-c-0-iso8859-1
simsun.ttc -dynalab-simsun-medium-r-normal--0-0-0-0-c-0-gb2312.1980-0
if you install simsun and mingliu by x-ttcidfont-conf,
just add the line below to the end of "ttf-*-simsun.hints" file
"TTCap = halfwidth-bw=0.5 italic-angle=0.167 no-roblique no-oblique no-ritalic"
and reregister it
and try it again to you mingliu font
