GB2312 has them starting at 0xA8A1, but they are 1) fullwidth, 2)
lowercase only, and 3) e's and E's with circumflexes *and* tone marks are
missing. Big5 doesn't have any, but Big5-HKSCS has them starting at
0x8856, and its a complete set (upper and lowercase; e's/E's with
circumflexes *and* tone marks), although it is still fullwidth. If you
use Unicode, you can have them all, lowercase and uppercase, except for a
few tone combinations with the e's/E's with circumflexes (but you can use
combining diacritics to create those).
The etl*-sisheng.pcf fonts in the xfonts-intl-chinese package also contain
"sisheng" (I forget which ones exactly), but in a font-specific encoding.
